I've written a lot in the past about the busness opportunity business model and I've used the business opportunity as a part of my online business in the past. I don't currently promote a business opportunity, but many of the best business opportunities are under $5,000 to start up.
One of the things to keep in mind (and why I don't promote a biz opp) is that most business opportunities require you to recruit new members. There is a good share of income derived from promoting the actual opportunity. There are usually products involved too, but in my experience the focus doesn't lie on the products.

Over the last three years there have been many more low cost franchise opportunities spring up. Starting a franchise can be done today with less that 5k in start up capital. I've found most of the less expensive franchise opportunies are actually service based franchises.
Some of the more popular franchises you can start for under 5k include cleaning franchises, consulting type franchises, and licensing type franshises. In otherwords you won't be owning a McDonalds for under 5k, but the franchise route might be a good fit. It seems like when I was first getting started in business It cost a lot more money to start a business. Looking back I think it had more to do with lack of experience. I've started several businesses with under 5k in start up capital.
Self employment ideas that allow you time and money freedom are worth looking at. Operating an information age business idea from home is a liberating experience and it's something that most people can do if they are willing to do the work. The best business to start will be obvious when you find it. Some people prefer their own idea, others are looking for a tunkey business.
Don't like risk? Limit risk then, don't avoid change that's risk! I started right from my home office on a part time basis...

I actually don't do the rankings, google does, you'll have to ask them to clarify. You could alternatively complain about this site, many others already have. However if you would like to rank a site for a particular keyword phrase, I could probably do that for you. You'll have to apologize first though. :)
